In April 2009, the government replaced this selection method with a more objective system that used a Poverty Scorecard approved by the World Bank. This tool uses a proxy means test to assess eligibility, requiring applicants to answer 13 questions related to household assets and expenditures. To improve transparency and reduce corruption or political favoritism, officials are developing internal monitoring systems to track payments.
BISP has also introduced several special initiatives:
- Waseela-e-Sehat: Assists with expenses for basic healthcare services.
- Waseela-e-Taleem: A conditional cash transfer program requiring beneficiary families to enroll children aged 5 to 12 in primary education.
BISP provides emergency cash assistance to families affected by terrorism, conflict, or natural disasters like earthquakes. These payments, similar to those for low-income families, are meant for crisis relief.
BISP 8171 Eligibility Criteria May 2025
The government sets eligibility criteria for each aid program to determine who qualifies. Based on this, poor and stable individuals are included in the BISP program. The criteria aim to ensure assistance reaches the most deserving. Poverty is assessed through the PMT. A poverty score of 32 or less qualifies for the BISP program.
In some programs like Waseela Taleem Haq, a PMT score of 37 is acceptable. The PMT score is calculated based on your household circumstances, your business, your lifestyle, etc.
Not Eligible
The following groups of individuals are not eligible for the BISP program:
- If you are paying more than Rs 1,000 per month on your phone bill.
- Your own or your wife’s passport has been issued.
- If you have three acres of land in your name.
- Your wife is the registered owner of one or more vehicles.
- Your wife has traveled abroad.
- You own ten acres of land.
Eligible
- Lack of a business or formal job.
- Low-income family (monthly income ≤ ₨ 50,000); poverty score below.
- No one in the household is a government employee or taxpayer .
- No extensive assets: minimal land, property, or luxury vehicles .
- Are living with a disability.
- Are widows without any source of income?
- The government does not employ them.
- Must be registered or surveyed in the NSER/dynamic survey system
- They are Pakistani citizens.
- Have not traveled internationally.
- May have a passport application pending.

People who have access to the Internet, know how to use it well, and have an Android mobile can use this method.
You can check your eligibility through the 8171 web portal. For this, you will first have to search for the 8171 web portal on Google. Enter your 13-digit national identity card number and the image code provided in the second blank section and click on the Find Out button. A confirmation message will inform you whether you are eligible for this program or not.
BISP 8171 SMS Service
This method serves individuals in rural areas who are unfamiliar with the internet or lack internet access.
First, go to the message box of your mobile, enter your 13-digit ID card number, and send it to 8171. In the next step, the system sends a confirmation message that informs you about your eligibility.
Tips & Reminders
Keep your registered mobile number active to ensure you receive OTPs and confirmation messages. Keep your original CNIC and photocopies ready to prevent delays. If you were previously ineligible, request an update through the dynamic survey. Stay alert for fraud registration, surveys, and biometric verification are completely free. Report any attempts to charge a fee. Never pay anyone to receive your funds; the collection is completely free. Ensure your CNIC and registered mobile number are current with BISP records. How to Collect Money
Once the system approves you and marks you as eligible, you can collect your BISP payments in the following ways:
Through a Bank Account or a Mobile Wallet
BISP transfers the quarterly payment (₨13,500 in 2025) directly to your designated bank or mobile account. The system sends you an SMS notification once it credits the payment to your account.
You can withdraw the funds using:
- An ATM, if you have a debit card.
- A mobile banking app such as JazzCash or Easypaisa.
