Eligibility Criteria
Whenever the government creates an aid program, it sets an eligibility criterion as to who will be eligible and who will not be eligible. Based on this, they include poor and stable people in the BISP program.
The government assesses poverty through PMT. You can be eligible for the BISP program if your poverty score is 32 or less.
In some programs, such as Waseela Taleem Haq, a PMT score of 37 is also acceptable.
There are two ways to check your eligibility, which we will discuss further.
Certified
The Following groups of individuals are not eligible for the BISP program:
- If you are paying more than Rs 1,000 per month on your phone bill.
- If you have three acres of land in your name.
- Your wife is the registered owner of one or more vehicles.
- Your wife has traveled abroad.
- You own ten acres of land.
Not Certified
- Lack of a business or formal job.
- Low-income family (monthly income ≤ ₨ 50,000); poverty score below.
- No one in the household is a government employee or taxpayer .
- No extensive assets: minimal land, property, or luxury vehicles .
- Are living with a disability.
- Are widows without any source of income.
- The government does not employ them.
- They are Pakistani citizens.
- Have not traveled internationally.
- May have a passport application pending.
BISP 8171 Registration Process
In the old days, BISP program teams would go door to door to survey people, their household conditions, their wealth, their lifestyle, and their businesses. After examining all of these, they would determine their eligibility criteria.
And you can verify your eligibility from home. There are two ways to do this:
- By SMS
- Online 8171 web portal.
Required Documents For Registration
To apply for the BISP program, you will need to provide the following documents:
- Special certificates
- CNIC: ( National Identity Card) B-Form
- Income Certificate
- Salary Slip
- Mobile number
- Proof of income & address
Registration Method
You can register using several convenient methods:
Online 8171 Web Portal
This method can be used by those who have access to the Internet, know how to use it well, and have an Android mobile available.
You can check your eligibility through the 8171 web portal. For this, you will first have to search for the 8171 web portal on Google. Enter your 13-digit national identity card number and the image code provided in the second blank section and click on the Find Out button. You receive a confirmation message stating your eligibility for the program.
SMS Offline Method
This method is for people in backward areas who do not know how to use the internet or who do not have internet access.
For this, first go to the message box of your mobile, enter your Tera Hanson ID card number, and send it to 8171. In the next step, you will receive a confirmation message in which you will be informed about your eligibility.
Dynamic Survey
BISP teams or mobile registration vans visit communities to gather necessary information.
They collect CNIC, biometric data, household size, proof of income, utility bills, B-Form, and other essential documents.
Tips & Reminders
Keep your registered mobile number active to ensure you receive OTPs and confirmation messages.
Keep your original CNIC and photocopies ready to prevent delays.
Stay alert for fraud registration, surveys, and biometric verification are completely free. Report any attempts to charge a fee.
Never pay anyone to receive your funds; collection is completely free.
Ensure your CNIC and registered mobile number are current with BISP records.
How to Collect Money
Once you are approved and marked eligible, you can collect your BISP payments in the following ways:
Through a Bank Account or a Mobile Wallet
BISP transfers the quarterly payment (₨13,500 in 2025) directly to your designated bank or mobile account:
You’ll get an SMS notification once the payment is credited to your account.
You can withdraw the funds using:
- An ATM, if you have a debit card.
- A mobile banking app such as JazzCash or Easypaisa.
From BISP Campsites
BISP organizes temporary payment camps in different locations.
Go to your nearest camp on the date specified in your SMS.
Make sure to bring:
- Your original CNIC
- The SMS confirmation or registration message
You will need to complete biometric verification (fingerprint scan) before receiving your payment.
Via Partner Retailers/Franchise Outlets
Certain payments are distributed through authorized retail agents or franchise partners, such as Habib Bank agents.
Visit the agent with your CNIC and complete fingerprint verification to collect your payment.
