India Puts Indus Waters Treaty on Hold After Kashmir Attack. In April, India put the Indus Waters Treaty (IWT) on hold following a deadly attack in occupied Kashmir’s Pahalgam that claimed 26 lives. Despite a lack of evidence, New Delhi held Pakistan responsible for the incident. The IWT outlines the division of the Indus Basin’s six rivers: India receives the eastern rivers (Ravi, Beas, Sutlej), while Pakistan receives nearly 80% of the water from the western rivers (Indus, Jhelum, Chenab).
